In the game Troy, and Spartan the games will not let me build city walls, even when all techs are fully reseached, is there a patch or code to fix this problem?

Spartans cannot build walls, goes against their ideology.

If you play as another side you should be able to build them to your heart's content :)

In 315 BC in response to Cassanders invason of the Peloponnese Sparta did put up a basic ditch and pallisade to surround the 4 villages of Sparta proper.

By 188 BC Nabis had given Sparta its first complete city wall of tile capped mud brick on a stone base with towers.

Now for a question, I want to add an extra level of fortification without the 'Greek Fire' defences. Although i can add it to the buildings file and cities it is not recognized in the game.

How do i change the characteristics of the city walls?

I'm not sure what you mean. The Greek fire is the city defence? The more fortified your city the more catapults you'll get and the harder it is to siege.

I want to add a more basic city wall level with less defensive capability to simulate the fortifications of the greek polis in the 4thC BC. This should not have the Greek Fire capability but simulate a seige over a period of time.

Greek cities at this time were taken mainly by the prospect of starvation or by betrayal by internal internal forces. An exception to this was when Archidamus of Sparta brought down the wall of Mantinea by diverting the river to destroy the walls.
Sophistaicated offensive and defensive seigecraft did not begin until Alexander and his successors although the Cartaginians had been masters of the art in Sicily.

Unfortunately the only control you have in data is the level of wall, from 1 to 3. The code determines what that means. If you wanted to provide some extra defence without catapults, you could use the barracks, which adds garrison squads, but not catapults.
