No enforced penalty for failure to meet transaction promises and obligations

From my observation, there does not seem to be any sort of malus or penalty for failure (intentional or otherwise) to meet promises made, or obligations agreed to in a transaction. Is this intentional?
(e.g., Agreeing to send 4 units in exchange for something. You receive the something and then never send the agreed-upon units. No penalty?)
