what does rally do?

Rally gives a one time boost to the morale of your soldiers who have not yet broken. Broken squads will remain broken, though rallying a wavering squad will raise their morale. Since you only get one rally per battle, it is advisable to wait until your elite units are wavering, then rally. Otherwise, if you rally when your Astynomia begin to waver, you won't be able to rally your hoplites when they start wavering. Take it from a guy who learns all his lessons the hard way :oops: , it is better to let weak troops break, and save the rally for the elite units, than to rally when your weak squads first begin to waver.

Wavering is a point where morale has not yet broken, but is about to.

also if its on easy and on the 36 cityy campaign ... are all the other groups that weak to have small and medium armys?

Try playing higher difficulty levels or the Beserker Mod, by slitherine. Did you upgrade Spartan to 1.013?? Is tougher than the later patch (1.017, I think)...
