I stand to be mistaken Keith but I think your first step is to choose the C-in-C's tribe.
Let's say you choose 'Other' as in an unnamed tribe. So you can't have LH and your Warriors are HF.
For your ally you pick from the Early German Ally List - and let's say you choose Batavians. So again you can't have LH but your warriors must be MF.
There is nothing stopping you picking a 2nd ally - and let's say you choose Tencteri this time. Your cavalry must be LH and your warriors must be HF.
Does that help?
If it doesn't - tell me what kind of mix of LH / Cav and HF / MF you're trying to achieve and I'll see if I can help.

Also note that the allied troops count towards the max and min in the main list. (So if you have an "Other" army and a Tencteri ally you cannot have 12 "other" cavalry AND 4 Tencteri light horse.)
So, this is how it is supposed to work:
There are numerous of Germans: Tencteri, Batavians, Chersuci and several others which are not named in the lists.
All commanders and troops belong to a tribe.
Commanders can only command troops of the same tribe.
LH can only be Tencteri
Cavalry can only be tribes other than Tencteri
MF can only be Batavian or Cherusci
HF can only be tribes other than Batavian or Cherusci
LF and Sarmatians can be any tribe
Batavian deserters can only be Batavian
You pick all your troops from the main list and decide what tribe(s) they are as this determines the troop types.
Decide what tribe your commanders are. The CinC and sub commanders must all be from the same tribe.
Ally commanders can be of different tribes (not necessarily one that is named, so you could have the CinC as one unnamed tribe and an ally of another unnamed tribe).
Dole out the troops to the CinC and allies. All troops have to be of the same tribe as the comander (e.g. you can only give Batavian warriors to a Batavian commander, who could be the CinC or an ally).
Check that each allied commander's contingent conforms to the restrictions of the "Early German Allies" list.
Job done.

Why? Can't someone do an army up because it is interesting/fun? Ancient Spanish have nothing to write home about but they sure have flavour and are fun to run around with on the battlefield.

Blathergut, I was trying to be lighthearted - sorry it did not come across that way.
Ancient Spanish - never hear a word said against them. First game of the year I lost against them with Principate Roman - my opponent's only win all year. I think it is a sleeping tourney tiger...
My light hearted quips are not to be taken notice of. When someone suggested Early Italian Ostrogothic loonies at the start of the year I said that they needed therapy. Really bad idea, never win anything (except for mabe the British Nationals...)
