Panzer Corps 2 Bootloop

Trying to launch Panzer Corps 2 through Steam, but get stuck in a bootloop. When I hit play from the launcher, it takes me to a dialog asking if I want to allow "BootstrapPackagedGame" to make changes to my computer. When I hit yes, it just takes me back to the launcher.
Have tried restarting, reinstalling, running as administrator, rolling back graphics driver (running GeForce 576.88 now).
Any suggestions on how to resolve would be much appreciated!
