Allies Defiant expedition to Greece

How does evacuating units work in this one? I'm on turn 24 and have six units that I got out through ports and are on ships, but no exit spaces to get them off map; the one that are on the map (close to land) don't seem to function. The objective screen says I have 3/6 for the past two turns, but the ships are still there - is this a bug?
