Negative points for raising new armies?!?

Hi folks,
I've just had something happen that I've never seen before. At the start of a new round when it's time to raise new armies, the total points available has gone into the red, giving a NEGATIVE total. Is this normal - e.g. as a result of fielding more than the maximum number of troops - or is it a glitch? The points available went from +4 to -580 in a single turn. I've never seen it before, not in Sengoku Jidai and not in Pike and Shot campaigns either... I can't see anything that mentions it in the game manual. At the point where this occurred, I controlled most of the on-map provinces (as Allies), with the Japanese controlling around a quarter. Any help gratefully received!
TIA, Jay.

It could be that you need to put some units into garrison. (Is that a thing in Sengoku Jidai? I don't remember)

Or it could be a glitch, though nobody has reported it before.

AFAIK garrisons aren't a thing in SJ. If it is a one-off glitch, it's nice to know I'm breaking new ground
I was trying to think of anything I've changed, and the only things are that change to default battle length that we swapped messages about on here earlier, and downloading the Gempei Kassen campaign. Neither of those things should have made a difference, but you never know - the silicone gods move in strange ways.....
Anyhow, I'd be interested to hear if anyone else has experienced this.
Cheers,
Jay.
