First, does anybody know why there or numerous OT construction battalions (9), RAD labor detachments (12) and groups (2), and Rum. rail construction battalions (4) in the Editor that are assigned to armies, have their complete TOE and are listed to be on the map, but are listed as not ready because they have a delay of 250 turns, which is after the game ends?
Second, would removing the delay thus allowing their use at the start of the 1941 campaign significantly unbalance the game?
