Translation Questions

Is there a way to translate units and dialogues in a mod from English to other languages? I know dialogues can be translated through Editor.
Besides, units after AO 1945 seem to have not been translated and I can't find them in PanzerCorps2\Content\Localization\Game\en-US\Game.locres. Adding them to the locres file doesn't make any changes in the game. Does anyone know how to solve this problem?
