River penalty cancelled out?

My unit (yellow circle) is in a minor river hex and if attacked he'll get a "wet feet" penalty, BUT it's also a Hills hex, so will the bonus for being in hills balance out his wet feet penalty and will the hex count as 'Clear' terrain or what?
(Same question applies if it was Forest instead of Hills, would the forest cancel out the wet feet penalty?)

Bonus for being on a hill:
+1 spotting
+1 range for arti/aa
+10% Accuracy when defending against attack from low ground
-10% Accuracy for units attacking hill from low ground

Penalty for being in river:
- enemy gets +4 Attack and +4 defense when atacking this hex

combine both to get what ur inf on the hill has.

Thanks, I'm a maths dummy but from the figures you gave, it looks like being in a minor river means a defending unit does get at least some cover if there are also hills or forest in the hex..:)
