Something I've noticed playing as Suomi: The Elder structure is supposed to increase your progress token chance by 1%, but it doesn't seem to work. Even with this structure in many provinces this bonus doesn't appear in the progress token chance tooltip in the overview, and when I'm playing I don't notice an increase in the rate at which I get progress tokens. Of course it could be working and I just haven't noticed, but it would be nice if the bonus showed up in the tooltip. If the bonus actually works then I'll continue building it everywhere, but if it doesn't there isn't much reason to build the Elder.

That is doesn't show up in the tooltip could be a tooltip problem, but that should be fixed too, and I wonder if 1% means:
* 1% point so that 25% chance gets to be 26%, in that case you should see it when your nearing 50 building.
* 1% increase of the 25% to 25.25% chance.
if its the first 1% point you could get to a 100% chance of getting a token quickly so I think its the latter that is meant, still with 100 elders it would mean 50% chance each turn ...

ps. it should be some diminishing return like (bonus/(100+bonus)) and that should be done for all bonus so that we don't have these giant ballooning bonus, like this and certain Greek culture buildings from Empires.

It should appear in the national modifier subsection in the tooltip. I'll investigate... Do you have a saved game to hasten the process?
