FoGE Battles Conversion FoGII

Hi
just got both games and getting a feel for them - one thing i am confused about is when exporting battles from FoGE to FoGII there seem to be a lot more units (conversion ratio in FoGII 100%)
does the 100% mean that your 10 unit army in FoGE becomes a 20 unit army when the battle is exported to FoGII?
