Why those nasty peasants hate their great Emperor?
They have got food, churches, goverment, and still are unloyal and rebelious. But why?

There are a lot of French persons who will taunt you a 2nd time, each giving 5 unrest, as opposed by 3 from Bohemians.

The 3 nobles gives a good conversion chance.
There is only 3 pies per pop, build a song school or what's it called that gives extra chance for noble.
Maybe more religions buildings till your at 4.
More loyalty buildings if you can get it, hangman, night watch, local watch and its upgrades(for thieves gang) for example.

Play suppress unrest to solve the immediate problem.

Don't think more stewardship helps in itself.

Unimportant stuff, build a building to hunt the thieves gang, even though they give no loyalty penalty they steal 20% of your money 80gold or so.

Thanks a lot for the hints. I dont buld too much religious buildings, but I see thats a mistake longterm.
So thats why we are waiting so long for a turn.
Well, at least I dont have such exceptional bulding
