Question regaeding house rule #26

Hello,
I am playing my first PBEM game using the BJR mod and house rules.

House rule 26 states:
The allied player must always keep three surface naval units (at least one must be a CV) in the Mediterrranean Sea (including Gibraltar) or face some consequences.

Does this rule imply that a naval unit always must be in the Gibraltar port?
It makes sense if they wanted to block traffic.

You can have the needed naval units anywhere in the Med. The idea is that the Allies must have a naval presence in the Med to interdict Axis convoys going from Italy to Libya. It wouldn't make sense to limit the Axis supply in Libya if the British made no naval effort in being in the Med.

All house rules will be incorporated in the game code for v2.00 of the BJR-mod. The size of the naval presence is customizable in the general.txt file and the increased max Axis supply is also due to Axis capturing ports, Gibraltar, Malta or Allies failing to keep a naval presence are all customizable as well.

Right now we're looking into a different system for the supply in Africa. We think about reducing the supply penalty range from 20 to 5 in Africa. That means the supply level will drop by 1 for every 5 hexes you're away from a supply source (city). This means you will struggle if you mvoe too far from your supply source and it means you need to capture cities along the path.

In addition we consider calculation Axis supplies that can be used for units in Africa. All units expend supplies and convoys sailing from Italy to Libya will provide new supplies. Those can be interdicted. So you can stockpile supplies before launching an offensive. When you run out of supplies the units can't move or attack just like running out of oil. We haven't exactly figured out how to do this, but it can be a nice way to do this and the Allied player must actively hunt for those convoys to deplete them. It's better than the Allied player hiding the naval units in ports in the Med and still benefit from the interdiction.
