Effectiveness: Set Amount or Random Return??

I get that you lose effectiveness for moving (even rail 10%), attacking, defending. Is there a set amount that you regain if you don't do anything? You seem to regain a bit (2-3%??) in the enemy turn if nothing happens to you.

Do leaders add their effectiveness # in the turn you place them?

How high can your effectiveness go? Once I realized I was attacking Holland with units at 60some %, I started experimenting with letting those units rest first! :oops:

Move/train on turns 4 & 5, plus drop leader in on turn 6, had the 3 panzer units, a couple inf units, and the 3 air units up into the low 80s. Much better than 60s!

Would effectiveness keep going up or do you kinda top off around those 80s??

The tech organization can increase your max effectiveness. Being within 8 hexes of a commander will also increase the max effectiveness. E. g. Manstein has a value of 8 and that means he increases the max effectiveness by 2*8 = 16.

I think the max effectiveness without any bonuses is about 60. The highest effectiveness I've seen is just about 100 late in the game. If you have above 70 you're quite fit to attack. Above 80 is very good. Above 90 is great and means you will really hurt your opponent when attacking.

I don't think the leader will immediately increase the max effectiveness. I think you gain 5 effectiveness per turn if you rest. If you move, attack or become bombarded or attacked then you lose effectiveness. So resting until you get close to your max effectiveness before lauching an offensive is very important.
