Normally I cant purchase Cindit or Colonial inf. But sometime I can. Why ?

Only during the Mareth Line scenario?
Or in the whole campaign?

The Unit Navigator Tool would have been very useful in this case.
I think it depends on the factions that are playable in the scenario.
The Chindits for example are only available for the following factions: britain, raf, india.
