It can be very frustrating to lose a region to rebels, not being able to respond in time and it then being occupied by a neutral third party marching in, defeating the rebels and taking the land, while you are unable to retake it as you can't afford the National Authority cost of a war declaration.

I suggest two possible adjustments, either of which would help, but I lack the programming knowledge to know which one is easier to implement:

1) Automatically generate a claim whenever one of your region occupied by rebels is taken by a third party

2) Introduce a modifier of -10 to National Authority cost for declarations of war against countries that occupy region(s) owned by you

Did you try to ask for the region through a transaction? It will be much cheaper if you are the legit owner.

Is it possible there is an error with the "much cheaper"? Because I'm trying to reacquire Vermandois from my vassal Lancaster who has taken it from a third party I'm at war with, and it's by far the most expensive of regions...

Your region 10 turns status change starts at the initial Ownership switch. So likely it Rebeled many turns ago and Vassal got it immediately. Or they got it when like 8 turns ticked down and you didn't notice in time, so 2 turns later it ceded to them. If it was your region originally Vassal very likely to give it back to you immediately in the current patches.

Well, I reloaded to reproduce those events and of course, the RNG decided differently and the Lancastrian army that took Vermandois got defeated on the way instead...

Lesson learned, copy the save and put it in a separate folder. Will do so next time something comparable happens. Sorry!
