My Seljuqs are building a Bakery, but are disappoint they can't get Barley.

Building Bakery despite no Barley, where can I even get Barley? open the search and look for Barley Field, OK somewhere in Germany and Thrace, but it is not a trade good so can't import ... so why can't I build it ... click on Barley Field and look at prerequisite, OK not in Arid and Mountain, OK I got other terrain, Manorial Demesne or Estate ... but how about Iqta??? no barley???

WAD or bug?

It could be bug or it is intended only to be unlocked with manorial demesne but only mentioned requirement is terrain. Is there reason you want barley field?
I build bakery in many regions but I never tried barley field because I think there are better structures.
upgrade of barley field is mentioned but in description there is nothing about upgrade and same in building browser.

Only Christian nations in regions with 3 POp or more are requirements not mentioned in the building browser.

Barley spread from the fertile crescent to the north and east, mostly growing in temperate regions.
So its a climate thing and not because muslem and pagans couldn't grow it.

So the Estonians are also prevented from growing this.

Look at the game files. Yes, Estonia can't grow Barley Fields too. I sent you link to the MEGA files I use in AAR. One of the sheets has all building secret requirements pulled out from the game data.
