HRE - why I dont like it at current form

I've noticed that I don't play HRE very well (I've played as Bohemia and mastered HRE - perhaps this is the problem?).
What I don't like:
1) I can have very few provinces (about 37, while playing England about 90)
2. I cannot add new members to the HRE, even if I conquer, vassalise or create a new vassal.
3. I don't see any real impact on HRE members or much benefit from HRE membership. The benefits are, for me, less than the disadvantages.
Is it just me, I have this, or do other players too? Maybe I am leaving something out here?
If it is as I have described, can we look into improving the operation of the HRE mechanism so that we get more benefit and influence from it? (Perhaps some emperor's edicts, conventions of electors, votes)?
