It is a fine point, but Balkan Light Horse (20) has a '-1' for significant shooting casualties.
Shouldn't it also have a '-1' for Unit has lost 25% ?

158/228 = 69%, so 31% lost.

Does above average quality make a difference?

Not sure if it affects this, but if I recall correctly the cohesion test is done based on the casualties before the latest casualties are removed.
