Unit removal hex/ Dunkirk/ Britsh evacuation stops working

In the Dunkirk scenario, British units stopped being evacuated from the map on both the sea and aerial hexes on turn 14.
Had transports and aircraft sitting on the hexes from turn 14 to 16, and none of them were removed. This meant I couldn't meet the victory conditions. Just to be sure it wasn't one particular hex, on turn 15 I put an aircraft in ALL of the aerial evacuation hexes. At the end of turn 16, they were still there. When I clicked end turn on 16, they were not counted and I was given a defeat.
The 2 naval evacuation hexes had been occupied since turn 14. Two units were evacuated from these hexes on turn 13. I still controlled Dunkirk too.
Shutdown the game, restarted and loaded in the end turn file for turn 15. Still had the same problem.
I did save it on turn 16 if you want the file.
Playing on the Steam version w/ most recent version.
