Texture Not Loading Properly

Has anyone else experienced texture issues like the one pictured? Was working fine and then suddenly texture do not properly load. No recent graphics driver updates and game is not modded.
I have tried reinstalling the game multiple times. Verified files. Updated to the latest graphics driver.

I'll freely admit I'm not the most experienced Order of Battle player, but what seems to be the problem?
It looks to me as a perfectly standard 2D (two dimension) mode, which is my preferred mode.
I don't remember of the top of my mind where exactly in the Options menu one can choose between the three (four?) modes but could you possibly have checked the wrong box? Or possibly just upgraded to v10? The v10 upgrade resets a lot (all?) of the UI options.

Well, I will admit I seem to have lost a brain cell or two along the way. I do not ever recall changing the setting, but it was related to the display mode.
Previously: 3D Tactical Mode
Hex textures restored in: 3D World Map
I personally cannot stand the color-less hexes but can see how some may enjoy it. Cannot believe it's been that setting plaguing me all this time

I haven't worked in IT but it's a trope that one of the first things they do is check whether the equipment is plugged into the mains.
As to 2D vs 3D it seems to allow for faster load times (less demanding scenery?!) and (at least to my poor eyes) allows to more easily tell different terrains apart (e.g. Pacific Theater, forest vs jungle). I remember one occasion in a later scenario of the U.S. Pacific campaign (Leyte?!) when I had 3D on and the only way I noticed there was a Japanese fighter (the one with a distinctive camouflage) was from the strength plate. There are drawbacks though: destroyed bridges and pontoon bridges don't show up in 2D.
