Why are the download speeds for purchased games so slow?

I bought all the Scourge of War games/DLCs before they were delisted and now I want to play them. It's telling me it's going to take 3-5 hours to download just the 250MB base game (Gettysburg). Why? It's stuff like this that makes people only buy games when they're on Steam. I love the games you offer but the UX of the store is infuriating.
