Taking Monte Cassino

In Allied Corps (Panzer Corps Gold) the Cassino scenario says you need to take the town of Cassino as well as the mountian. My problem is no matter what I do I can't move Allied units onto the Monte Cassino hex once I've eliminated the defenders. Are there any special conditions or special units required to take the hex or is it some sort of bug? Thanks.

Mountain infantry. I believe there are French Aux available.
Monte Cassino is a 'high' mountain.

I tried replaying the scenario today and the first Allied unit I tried to move into the hex did so without issue. It's weird because the problem occurs sometimes but not other times. It must be some sort of bug.

Any mountain units that have the mountain hammer icon in the options if they do not buy trucks and armoured vehicles can easily and quickly move just on mountainous terrain )
