no more legacy?

I recently started a Byzant campaign and I admit it has been a while since I last looked at them. I had a civil war, one of my armies revolted along with some governor, and add in a coup and its been a wild ride so far. However I noticed that after the initial coup I am no longer gaining any legacy. I have built some legacy producing structures but still no legacy gain for me. I checked the legacy on the map and it says that there is a -100% faction modifier. Is this intended or is it something temporary that got stuck?
That's what I get for trying the hard faction after some new builds...

You need to get some of the <whatever> points that Byzant gets from taking back the empire, so 50 SAU, Dioclea, Egypt, Italy, Cartago etc. to gain full.
I do think they start at -xx % as I haven't seen any/very small gain even when I have the 2 easy.

Huge penalty because they need to fulfill missions, it's indicated in some messages and also in the National Panel. Depending on luck (i.e. a good ruler, you can manage to not be at -100% initially).

Done because otherwise they escape rapidly in legacy.

Thank you. Started with a good leader so I was making legacy then after the initial coup it all stopped.
Dioclea has been conquered, so 1 down.
