In this game, I'm waging war against Judea and practically the rest of the world. War for over 40 years and the exhaustion is enormous.

Judea has some of these armies. As Carthage, I can only hold against it with my fleet.
He has over 7K army strength, I have 1.5K.

As you can see, my manpower is practically empty, the only thing that helps are mercenaries. But then the search for resources decisions the AI finds resources practically everywhere, it is no longer possible to build real trading networks. And without money, there are no mercenaries.
