[Change-Request][Chinese Heavy Infantry '39 in 1938][New]

Lanfeng, the fifth scenario of the Morning Sun campaign, begins on 15th May 1938. In this scenario, a Chinese Heavy Infantry '39 unit defends Kaifeng City.
As Chinese Heavy Infantry '39 are only purchasable from sometime in the first half of 1939 to sometime in 1940, the unit in Kaifeng is time travelling. I request the unit be replaced by Chinese Heavy Infantry '37.
