[Change-Request][Xin'an missing road bridge][New]

In the Xuzhou scenario of the Morning Sun campaign, a town called Xin'an near the northeastern edge of the map is missing a road bridge.
Japanese units can't cross the river there without using 3 turns' time. As other river hexes with a road all have a road bridge, I request that a road bridge be added.
