Is there a Simple Way to Mod/Alter Awards in an Ongoing Campaign

I'm trying to lower a level 3 support award (double fire) down to level 1 or 2. I've poked around, done about 15 minutes of searching and not found anything

Why, you might ask? The unit will run out of ammo and 1 is plenty to both damage the enemy unit enough to make it largely ineffective. Firing only once also limits the number of attackers (as the supressed/heavily damaged unit will be in the hex as opposed to a new enemy). I feel level 3 support/double fire turns a positive negative (which is only supposed to happen when multiplying negatives turning a negative positive
). Anyway, not only does it burn through x2 ammo but also tends to completely eliminate attackers (which are replaced by another...rinse/repeat).
