What to they do exactly?

In game they are described as 1 or 2 points. I understand they reduce the legacy penalty, but what is the actual impact if you build 50 standing units or conquer Dicloa and gain 1 imperial restoration point? The manual is very vague on that.

It impacts your penalty on legacy, I'm playing Byzant in another game and 1 point doesn't seem to be enough to get over the penalty, but in another game I saw Byzant gaining legacy so 2 points might be enough to overcome the 100% penalty.
