Certain factions break when loading a save

Short form, there are three factions which when you load a save all of their population units simply don't appear and can't be manipulated. The population units do not appear to come back, even if you pass enough turns to generate a new pop. The apparently broken factions are:
Neohuman Imperium
Star Serpents
Vandaal Freehold
Starting a custom game as one of these factions, immediately saving, then loading that save, will display the problem. This ruined my first attempt to play this game, as I was the Neohuman Imperium and I attempted to come back to the game after a few hours of running errands.

The issue was first found on my primary gaming rig, a windows 10 machine, but just to test I loaded the game on a linux laptop I use for work and ran it under proton. Exhibits the exact same bug, but otherwise appears to run fine.
