Has anyone else seen that sometimes when you click on a region, one of the building in the region popup blinks a few time?
I have only seen one building doing it in each region, but different ones have blinked, mostly the outermost one.

Could be this from 1.02 patch notes:

"The structure generating a sound in the region panel has a minor visual cue."

Maybe, but the building like blinks, but maybe I have turned most sounds off to not annoy people near me.

Yes, I know exactly what you are talking about Surt. I have seen this with some regularity. It doesn't appear intentional...and if it is intentional, then it comes off more like a glitch.

Anyone knows how to turn off the blinking?
