[Change-Request][German Engineers ’40 in 1939][New]

Mlawa, the first scenario of the Blitzkrieg campaign, begins with the date 1 Sep 1939. Yet, the player gets an auxiliary unit of German Engineers ’40.
German Engineers ’40 are available for purchase only during someday in the latter half of 1940 to someday in November 1941. The Engineers ’40 unit the player gets in Mlawa is clearly time travelling. This bug has existed at least since Feb 21 2019. I suggest the unit be replaced by German Engineers ’39.
