Strange harbours

In my HRE game I had a local noble who decide to build an anchorage in Goslar. Which was nice of him and all but unless we are about to develop land ships I don't see a point of building an anchorage in a landlocked region with neither a lake nor a river present. Starting to wonder about the intelligence of some of these nameless faceless nobles who decide to build structures for us occasionally.

One thing I am wondering about is the harbours in Genoa and Ventimiglia. Geno a decided to declare war on me and eventually I was forced to conquer them completely, they refused several offers of becoming my vassal so I went for full conquest on them. During the war their harbours were blockaded. I was not sure who was blocking them but it helped with my sieges so I was not too concerned. Problem is now that they are my regions and have been for close to 20 turns, they are still blockaded and I can not build any ships in either harbour. Is this some kind of bug?
This was my second war with Genoa the first time I went for their peace offer as their harbours were open and I could not siege them anyway.

Same for me. France, Turn 14 with the latest 1.01 version on easy.

Anchorages requested and built in Chartes, Orleans, and Paris...guessing because adjacent to a river?

They don't get built on rivers, possibly on a lake but first time I have seen them landlocked and built. Must be some kind of bug. Or as I said the next update will have land ships for our kingdoms, Huzzah!!

Weird, the anchorage is tested against the presence of water (in theory). If someone has the turn before the issue, I can take a look.

I didn't save the turn before..just went along with the anchorage builds.

Don't believe I ever experienced this in Empires

In Empires you could sail up some rivers :)

I just deleted the build before it was completed.
As for the permanent blockaded harbours I quit the game for the night and after reloading next time I played, all my Italian harbours were open for business and I have the option to build ships.
