"If the region is not held by you, chances will be higher if Piety is at least twice as low as Authority".
Which specific piety and authority values is this referring to?

The region, but I think the values should be reversed now that I think about it, if piety is high but steward is low then it should be easier to establish order, but I'm rambling.

That's actually not used anymore, I'll change the description. The RGD is a bit buggy currently but has been revised for 1.01 official.
