Forgive me if I have somehow missed the answer to this question somewhere else, but is there a way to use Paul's TT mod in the sandbox campaign mode?

That's what the campaign version of the mod is for!

There are three versions of the mod: one for single player custom battles, one for multiplayer custom battles and one for campaigns. They are all downloaded from the forum thread;

All three versions have identical content, but they have to be set up as three different installations, that's just how things work in FOG2.
