I had a look at the Fall of France multiplayer scenario which has ports. When a unit is in a port but that port is cutoff from supply hexes does it still receive supply? If yes, how does it work? Thanks.

Port can receive supply from map edges, if it has water connection that is not blocked. In fact, all the 4 edges provide supply in the same way as supply hexes.
