Is there editor to change unit ratings? It destroys immersion that russian infantry att/def ratings are same as Germans and Finnish units. Russians lost 4 to 10 times more units compared to those two depending on battle. Maybe all other units too. Russian units need to be weaker, put more units but they need to be much weaker.

Just trying to make better game, nothing more.

That doesn't change things in Winter War.

It’s mostly due to tactic (player), units combination (player) and supply situation (dependable). Unit experience matters much too, it reflects the battlefield accurately while the german gains advantage earlier and the allies latter.

The head-on between 2 regular infantry divisions, same experience and no help, will result with basically same casualty. Not to say the USSR fielded a lot of conscripts which being a nuisance because a battered one can cut off your supply if not being chased.

Don't assume that the unit scale is consistent between nations in the same battle. Soviet and Italian units are probably one level up. If the German unit is a regiment then the equivalent Russian unit would be a division.
