Stupid question - I'm playing as Bactria; what do I need to do to be able to recruit the Bactrian Cavalry provincial unit? They aren't appearing in my recruitment screen at all.

You need to have a majority of the regions in that province and then form the province. That should make the provincial units available.

Actually, you can't - the iranian armored cavalry, supposed to be Bactriana's provincial unit, cannot be recruited. It's an issue that's already been reported in the tech support sub-forum with a solution proposed by a player, however the bug persists on the stable branch.
