lua working in hot seat MP but not online MP

Hello, I'm having a problem where my lua script works in hot seat mode but when playing the scenario in online MP the lua script does not work as it should.
In particular, the lua forces player 0 (allies) to capture three victory hexes by turn 10 to keep the scenario going (there are 25 turns in total). However, in online MP, after player 0 captures the necessary hexes the scenario results in an Axis victory for some reason at turn 12, and in one case on turn 11. It's especially weird because, a victory is not assigned at the very beginning of the turn, but only after I move a unit.
Also, the lua spawns Axis reinforcements on turn 10. In online MP playing as Axis the reinforcements can be seen deployed when hitting the end of turn 9 as they should. But then on turn 10 they're not there at all, just vanished.
Does anyone know why the scenario would behave differently between hot seat and online MP?
