Shooting question

This might sound dumb but I've seen other people play it both ways and by other people I mean tourney-goers so I'm probably not the only one confused about this.
Are 2nd rank dice calculated per target or per base? In other words, assuming they are all shooting at the same target, do 4*6 bow MF (in 2 ranks) shoot the same dice as 3*8 (in 2 ranks)? If it's per target, yes (6 dice for both), if it's per base, then no (4 dice for the BGs of 6, 6 dice for the BGs of
