I've got a question about the luftwaffe aces, anti-tank aces and tank aces.
Why do you use so little original aces in PC2? In PC1 you used more luftwaffe and tank aces. As I see it, you don't use so many original commanders.
Is there a reason for it?

That's a question for Kerensky, the designer of the AO series, and I used to wonder that too early in the AO series development. But now I think it is because the standard hero system you have is already much more powerful than the one in PC1. Plus, the heroes you get in PC1 can still be obtained by way of the rewards system (+3 Soft Attack, +3 Hard Attack, etc.). So, I think it was to prevent the player's core from getting even more unbalanced than, some would argue, it already is.
If on the other hand you are simply referring to names, well PC1 used random and fictitious names too. It was only the 'Wunderheroes' like Rudel who got a real aces' name. Then there's the issue of photos that doesn't get them into legal trouble...

Copyright issue with photos, iirc. Not all photos of those figures are suitable to be used as a portrait, and those do can happen to be behind the commercial copyright wall, so if the devs can't get proper usable photos, they can't make that one in the game.
Plus the branch issues, if someone served in the SS, it means an auto-ban from showing up as available hero to avoid potential problems. You could have noticed that there were some named units in AO campaigns without full names, those are all men from SS.
