Something weird (maybe) with a ranked game

Hi,
I started a game against a player, me rank 1000, he/she rank 1031 (as far as I remember).
After only a few days of playing the game, Caen, stops sort of weird during turn 9, maybe he resigned or cancelled.
There was no specific message. In that game his name was Orange/Red while I started it.
I received a mayor Victory while only having 28 (me) vs 48 points (he/she).
Probably not an experienced player playing only with Tiger tanks and Heavy infantry (or a Panzer Corp 2 player).
Okay, wait, first I got mails that the game had ended but 10 minutes later I got a mail for one of the matches that it was my turn. So I played it but couldn't move and only got the result message. No wait, I did play a few moves and it interrupted me.
Okay, it was very weird. But now after these few days my ranking is 1021 and his suddenly 1131. He probably played more online games but it was hard to imagine where he won so much points. I would have probably beaten him both matches around turn 16 out of 30. Could this be an error a cheat or just something weird. I am not used to players ending games midgame, played 3 turns on it today for example.
Is it possible to misuse the ranking system? Is it based on result or points?
I'll keep an eye on this just for fun.
