Keils and Obstacles

I am playing Adwalton Moor against the Royalists, the battle is fought in and around Enclosures/Obstacles.
The Royalist Keils do not get a Factor on Impact when they charge a Musket Unit of Roundheads but do get +100 in the Melee giving them +100 against 0
Pray tell how these Pike armed Close Formation Keils ( who must be disrupted somewhat) get a factor when poking their pikes through a hedge whilst the Musketeers would be firing through the hedge at them and get nothing ????
These Keils are running amok and the Roundhead Musketeers are running away.........
