Random Scenario Team Game Questions

Hi all! A buddy and I have played all the coop games and are now starting to play Random Scenarios using the Team Game option. As both attacker and Defender, it pits he and I vs a single AI player. We each get 300 Prestige per turn (playing on Large Map) so a total of 600 prestige per turn.
1) Does the AI player get 600 (or more Prestige) per turn to compensate for this?
2) We have played 2 games so far as the defenders and the AI seems to run out of units towards the end. At the end of the both games, we had more units than he did (and we were getting pushed back pretty bad…so he had to be getting even more points for capturing cities). Does the AI actually buy new units?
3) Is there any console command to switch sides (in a single player game) so I can see how much (if any) prestige the AI is spending during a game?
