Usually, ratings are displayed for both players in official 1v1 games.
The ratings are not displayed for other players in a modded 2v2 game like the screenshot.
Of course, the rating probably doesn't make much sense in a non-rated game...unless it tells you a bit about the relative prowess of the players.
