This is the contents of Magister Militum's LRR starter army -
# 9 Command figures
# 64 Legionaires
# 12 Heavy Cavalry
# 16 Light Cavalry
# 32 Illyrian Foot
# 12 Slinger
It's naturally cheaper than buying them individually but is it good use of the army list or will I wind up not using parts of it?

You will most likely have excess light horse since its doubtful you will use that much light horse most I have ever encountered in the LRR army is 8 light horse, other than that you can mix the command figs in with your legion stands and get some extra HF stands of legionaries out of them. Sounds like a good buy to get a start on your army and you can fill in the gaps later.

I think the list above is of figures not bases. Hence 16 LH = 8 bases.
The list does look reasonable, though I suspect you may need more legionaries in due course.
You can base the Illyrians 3 to a base. If you get another 4 figures you could have 12 bases of them.

Or just have four Illyrian bases with two figs and a pebble representing a large boulder (or a big bush). Looks quite nice and no one is going to make an issue of it.

And if they do, you can say that the third man has gone behind the bush to relieve himself.
