I wanted to upgrade my engineers to kick ass troops but they weren't allowed to do that because they were next to mines that they themself placed in an earlier turn is that normal? I saved the log file if needed.

Correction. I wanted to upgrade my infantry next to mines dropped by my engineers in the North.

You have to choose a safer place

The mines aren't technically your units, they're neutral faction, so I can sort of see why the game would go "you're next to a non allied unit"
