Bootcamp Battle Japan vs US

No victory markers on the map.
Can buy a cruiser and have 5 naval points but cannot deploy the beast.
Destroyers work, buy and deploy just fine. (well 1 destroyer)

It's a very old map. All the deploy hexes for naval are in shallows, so nowhere for a Cruiser to operate....

Yep guessed that was probably it
But the same problem for the larger jap sub also?

The subs can only dive in deep water is my understanding...
