Not sure if this is a reflection of the update or just a quirk of the scenario but Germans did not get final wave of RPs and CPs until Turn 15. I can provide logfile if needed though I, um, don't know where I find it.

The last set of reinforcements only arrive once a player hits a certain amount of victory points, so they can arrive late if it's a close contest..
